Minutes of the Meeting Held on Tuesday 11th May 2010

at 8pm at Denton Village Hall

Present: Liz Cargill (Chairman), Terry Hanner, Peter Hill, Adrian Hipwell, Annie Whiteman, Pauline Sandell (Clerk)

1. Apologies
Roger Gibson, Eddie Winter, Tony Tomkinson. Murray Gray was expected to be late.

2. Declaration of Interest
Terry declared an interest in item 8 as he is a member of the Rogerson Trust.

3. Minutes of the Last Meeting
Item 4 'chains on the toddler swings' should read 'chains on the eastern toddler swing'.
Item 13, incorrect spelling; should be Mencher. The minutes were agreed and signed.

4. Matters Arising:
a) Playing Field; Roger had completed the report and passed it to Liz; rabbit holes on playing field, bark done, weeds growing on mound, no signs of vandalism. Terry will remind Malcolm to fill in tunnel. Liz Cargill to complete the next report.
b) Play Area Project; Annie circulated an update on the playbuilder scheme.
Following a playbuilder meeting on 21st April, the consultation plan agreed was in two parts, a) to contact the school and ask Key Stage 2 children to design their ideal playground and b) the children on the sub-committee to act as roving reporters and to interview all the children in the village that are 8-13 years of old. Once ideas are received, key themes will be identified, then approval by SNC, then taken to the designer. Annie is hoping that Denton will be the first to get the consultation done so that they will be the first to get the designer to look at it. It is hoped that the building will be done by September. Annie said that the Playbuilder Scheme would not pay for fencing and any fencing that may be planned would have to be done later. Hedging could be used instead of fencing. Annie said that it would be necessary to organize a formal playground committee with secretary, treasurer etc. The Clerk pointed out that VAT invoices must be made out to Denton Parish Council and passed to her for payment.
A celebration of receiving the funding for the play area is planned for August and it was thought a good idea to combine this celebration with the Woodland Trust 10th Anniversary celebration. It was agreed to do this and it was decided to hold it on Saturday 21st August.
c) Glow Worms; Liz reported that she had spoken to NCC's Roadside Nature Reserve Dept. who said that they had not stopped cutting verges before for creatures only for flowers, but they would investigate. On further investigation Liz had come across a glow worm survey which has been passed to Karen Dove.
d) Any Other Matters; Terry Hanner reported that he had spoken to the farmer of the field next to Pockthorpe Lane and he has agreed to try and dig out the middle of the lane with a digger.

5. District and County Council Matters
Unitary Council: still waiting to hear result of judicial review. The new Government may reverse the decision.
SNC still talking to Breckland about sharing services.
Joint Core Strategy; planning inspectorate has raised 21 objections to it.

6. Questions from the Public
None.

7. Affordable Housing
The Clerk had spoken to Peter Ramsdale who had said that the sale of the land was expected to be completed by end of May and the projected start date for building was the 10th June. There would probably be a project commencement ceremony held to which the Parish Council would be invited. Peter Hill reported that wires for the traffic speed investigation had been installed.

8. Contract Between DPC and Rogerson Trust re Playing Field
No further news. Liz to contact Durrants for an update.

9. Woodland Trust – Celebration of 10th Anniversary of Millennium Wood
It was agreed to organize this event in combination with the Playbuilder Scheme celebration. Anne Carden, as Official Warden of the Wood, will be consulted. A small group of people will be needed to plan it.

10. Planning Applications/Decisions
Planning Application 2010/0595 Twin Cottage, Middle Road, Denton – Renewal of planning permission for proposed first floor side extension and double detached garage. Approval of this application was given in 2007 and it was agreed to renew the approval of Denton Parish Council.

11. Correspondence
A correspondence summary had been circulated.
NALC - Sprowston PC are putting on a short talk 'Allotments – A Growing Pastime'. Liz and Peter will attend. Some interest had been shown in the village for allotments and the Clerk was asked to put a piece in the Parish Magazine asking people if they are interested.
NALC - Resolutions are needed for 2010 AGM on 11th September. To be put on next agenda.

12. Finance
a. Accounts summary: Not done this month.
b. Pay the Clerk £89.19 for May 2010
c. Pay NRCC £15 annual subscription.
d. Pay Aon £428.27 for insurance.
Proposal: Pay b, c and d. Proposed by Terry Hanner, seconded by Adrian Hipwell, unanimously agreed.

15. Any Other Business
The Clerk reminded the Councillors that the joint parish council meeting will be held on Friday 21st May and that Barry Proctor from CPRE will be speaking and she is still waiting confirmation from the Sgt Howell to say that he will attend.
A letter from Alburgh with Denton School had been received asking for DPC to purchase bibles for pupils leaving the school this year. The request has been passed to the Rogerson Trust. `
