Minutes of the Meeting Held on Tuesday 8th May 2012

at 8pm at Denton Village Hall

Present: Peter Hill (Chairman), Terry Hanner (Vice Chairman), Roger Gibson, Adrian Hipwell, Wayne Mayhew, Annie Whiteman, Pauline Sandell (Clerk).

Also Present: Murray Gray (District Councillor).

1. Apologies
None

2. Declaration of Interest
Peter Hill declared an interest in 9a.

3. Minutes of the Last Meeting and Planning Meeting.
The minutes were proposed as an accurate record by Annie Whiteman, seconded by Roger Gibson. The minutes were signed and dated.

4. District and County Council Matters
Murray Gray spoke of a confidential matter regarding the absence of a resident at Skinners' Meadow.

5. Questions from the Public
None

6. Matters Arising:
a) Playing Field; Roger Gibson reported; Grass had been cut in the play area and on the mound. He had moved the bark around to make it more even. A lot of water still in the tyre – Wayne Mayhew said that he would put a hole in it. Plywood is becoming delaminated – Peter Hill said he would chase Jeff up about it. There had been a problem with the willow igloo coming undone, but that has been retied and is fine. Annie to do the next report. Play Wall; the Councillors were not convinced that a wooden play wall was the right thing to put up. However, Terry Hanner said that he visualized it to be a block wall and not wooden. It was agreed that this would be sturdier and would last longer. Terry and Wayne to produce costings next month. Refurbishing the Hop Scotch could be done after the wall is built. It was agreed not to go ahead with the roundabout at the moment.
b) Sides for Composting Trailer; Peter Hill to speak to Liz Cargill.
c) Any Other Matters Arising; The Clerk read out a letter from BT saying they were not able to remove the telephone box as they were obligated to have a public telephone box in the area for emergencies. However, they would repair it. This has been done and Peter Hill reported that it can be operated with credit or debit cards or reverse charges but not cash.

7. Risk Assessment
The Councillors had not received the risk assessment that had been emailed to them by the Clerk. This item will go on the next agenda.

8. Dogs on Playing Field
It had been noted that dogs had been seen on the playing field and dog faeces had been found in the play area. Liz Cargill had put a temporary notice up on the post to say no dogs allowed. It was agreed that Terry Hanner will speak to the owners of the dogs. Peter Hill will buy three 'no dogs allowed' signs. The Clerk was asked to renew the sign on the far gate.

9. Annual Parish Meeting – Feedback
a) Letter to BT Regarding Phones; It was agreed that Peter Hill would draft a letter to BT.
b) Ditch at Skinners' Meadow; It was reported at the Annual Parish Meeting that the ditch was full of water and giving off a foul smell. Peter Hill reported that two weeks ago the treatment plant was pumped out and since then it has been better. However, the fall still needs to be changed. The Clerk was asked to write to Saffron Housing about this.
c) Vehicles Parked on Trunch Hill Bend; Terry will speak to the people responsible.

10. Place Making Guide Consultation
After some discussion it was decided that this was not something that the Parish Council would want to respond to. Proposed by Adrian Hipwell, seconded by Annie Whiteman, unanimously agreed.

11. Planning Applications
None.

12. Replacement Councillor
The Clerk reported that a notice of a casual vacancy had been put on the noticeboard and on the website and must remain on there for 14 working days. The Clerk will inform the Councillors if anyone applies.

13. Correspondence
Annie Whiteman said that she wished to attend the East Anglian Film Archive meeting at the Forum on 15th May.

14. Finance
a) Accounts Summary; the Councillors had not received the email sent by the Clerk
b) Pay the Clerk £89.19 for May
c) Pay NPFA £20 annual subscription
d) Pay Came & Company £448.30 for insurance renewal (not on agenda as invoice received after agenda sent out)
e) Received £1650 from SNC first half of precept
It was agreed to pay the above. Proposed by Adrian Hipwell, seconded by Terry Hanner, unanimously agreed.
It was agreed that Peter Hill would organize a small gift and a thank you letter for Lucy who stood in for the Clerk at the last meeting.

19. Any Other Business
Terry Hanner; He had been asked if the Parish Council would pay to have reflector posts at a property in Paynes Hill to keep vehicles away. This was felt unnecessary.
Terrry Hanner; Hedge at bottom of Guytons is hanging over road. Peter Hill will speak to him.
Peter hill; A new cheque signatory is needed to replace Liz Cargill. It was agreed that Annie Whiteman will do it.

The meeting finished at 9.35 pm.
