Minutes of the Meeting Held on Monday 14th July 2014

at 8pm at Denton Village Hall

Present: Peter Hill (Chairman),Terry Hanner (Vice Chairman), Roger Gibson, Annie Whiteman, Pauline Sandell (Clerk).
Also Present: Murray Gray (District Councillor).

1. Apologies

2. Declaration of Interest
None.

3. Minutes of the Last Meeting
The minutes were agreed as an accurate record, proposed by Terry Hanner, seconded by Roger Gibson, unanimously agreed.

4. District Matters and County Council Matters
Murray Gray; SNC are on course to introduce the new recycling scheme which should start on 1st October 2014. The Long Stratton housing scheme; SNC is considering using its compulsive purchase power as some difficulties are being experienced with the land owner. There will be a special meeting on 28th July to discuss this. Murray reported that there had been quite a lot of applications for the Community Fund.

5. Questions from the Public
None.

6. Matters Arising:
a) Highways – Marshall Hill; Terry Hanner had spoken to the landowner and work to resolve the problem has been done. DPC has been asked to go back to the landowner if the problem occurs again.
b) Footpath to Post Office; It was agreed that the surface should be non-slip, wheelchair and buggy friendly and not too big a ridge in the tile. It was agreed to get a further quote and some advice on what to use.
c) Ditch at Skinners’ Meadow; Further complaints have been made about the smell from the ditch. It was thought that there may be a problem with the treatment plant. Peter Hill will speak to Saffron about this. It was also suggested that the Environmental Services should be contacted again. Put on next month’s agenda for further discussion.
d) Any Other Matter Arising; The quote for the matting under the swings mentioned last month should be £1780 + VAT, not £1710. The quote includes remove existing rubber mats, break out concrete base, remove existing bark and dispose, supply and lay top soil, grass seed and supply and lay grass matting. Peter Hill will ask Joy Playground for clarification as to where exactly the matting is going to be.
The Clerk had emailed Margaret Somerville about the holes in the road made by the machine that clears the grups. No further information at the moment.
Roger Gibson raised the question of changing the day of the meeting back to the second Tuesday of the month. Put on the agenda for next month.

7. Playing Field Inspection
Monthly inspection; Peter Hill had completed the report; one of the dog signs is missing and the Clerk was asked to get a quote for a replacement. The hedge around the recycling compound needs cutting. Terry Hanner will speak to Wayne Mayhew and will get this done. Willow shoots need cutting or weaving in. Roger Gibson will do this. Peter said that he did not have any problems with the lock on the bin, but Annie said that she found it difficult. From the 1st October glass will be allowed in the green recycling bins and it was suggested that the recycling compound should be monitored to see the effect of the change of use. Wayne Mayhew to do the July report and Terry Hanner to do the August report.
The annual inspection report had been received and will be discussed at next month’s meeting.

8. Projects
Defibrillator; The application form for a grant has been downloaded and Peter is waiting to hear about which model to use.
Seats around Candlestick; It was decided that wooden seats would need too much maintenance and that plastic ones would be more suitable. Just one seat at the moment. The Clerk was asked to find a price.
Village Pond; a project for the ACE team.
Hedge north side of playing field; need more evidence of support before a decision is made.
Land between playing field and wood; ACE team to explore further.
Pocket Park; a project for the ACE team
Adult Exercise Equipment; Annie Whiteman to find costs.
Footpath Norwich Road; no support.

9. Conservation Group.
Adrian Hipwell was not at the meeting but had sent a report. On 18th June nine volunteers trimmed and made passable four footpaths. Various other footpaths have been trimmed, sprayed or made accessible. A further meeting of the Steering Group this month is planned to discuss the Village Pond, Pocket Park and land between Playing Field and Millennium Wood. They will also discuss any other paths a little further out that need attention.

12. Planning Applications
None.

14. Correspondence
Nothing to report.

15. Finance
a) Accounts summary was approved, proposed by Annie Whiteman, seconded by Terry Hanner, unanimously agreed.
b) Pay the Clerk £90.09 for July and £90.09 for August.
c) Pay £200 for Graveyard Maintenance.
d) Pay Norse £512.52 for Half Year Grounds Maintenance.
A further invoice from Read Timber for £144.00 was passed to the Clerk for the slats for the benches at the Playing Field. The cheque to be made out to Terry Hanner as he had already paid the invoice. It was proposed by Roger Gibson to pay b,c,d and the invoice from Read Timber, seconded by Annie Whiteman, unanimously agreed.

13. Any Other Business
Peter Hill said that one of the allotments had been cultivated and was overgrown with weeds. To be put on the agenda for next month.
