Minutes of the Meeting Held on Tuesday 10th February 2015

at 8pm at Denton Village Hall

Present: Peter Hill (Chairman), Terry Hanner (Vice Chairman), Adrian Hipwell, Pauline Sandell (Clerk).
Also Present: One member of the public.

1. Apologies.
Roger Gibson, Kerry Norfolk, Wayne Mayhew, Annie Whiteman, Murray Gray.

2. Declaration of Interest.
None.

3. Minutes of the Last Meeting.
Amendments; Item 12, 2nd and 3rd line – remove 'so that she can incorporate the information into a newcomers pack'. Item 6 – remove ‘has been dealt with’ and replace with ‘owner has been made aware’.
The minutes were proposed as an accurate record by Adrian Hipwell, seconded by Terry Hanner. The minutes were signed and dated.

4. District Matters and County Council Matters
Murray Gray was not in attendance but sent an email regarding the following items;
1. Passed on information about a scheme from the East of England Ambulance Trust to provide free defibrillators.
2. He has continued to press the case for a roundabout at Hempnall crossroads to be included in the Long Stratton Area Action Plan.
3. He has managed to get an item onto the March Scrutiny Committee agenda to review the issue of decision-making over the new, self cleaning Harleston toilets and whether there are lessons to be learnt before others are installed.

5. Questions from the Public.
None.

6. Matters Arising:
a) Ditch at Skinners’ Meadow; Peter Hill had written to Saffron and was contacted by the Chief Executive. He will look into the situation and get back to Peter.
Terry Hanner suggested that if Saffron could not resolve the problem, then it might be possible to put in a chamber with a pump that would do away with the stagnant water.
b) Status of Back Lane; Peter Hill had received a response from NCC who said that if all the relevant landowners make no objections they would be able to dedicate it as a right of way.
Peter will write back to NCC to give them the names of the four landowners. Copy of the letter from NCC has been given to Alburgh PC.
c) Welcome Letter; Peter Hill had sent a copy of the letter to Annie for comment.
d) Any Other Matter Arising; Footpath FP4, the style has been cleared. With regard to registration for the litter pick, it was decided not to go ahead with this as Councillors litter pick continuously.

7. Playing Field Inspection.
a) Monthly inspection; Kerry had completed the inspection and reported no problems. Peter Hill to do the next report.
b) Norse Contract; A quote had been received from TOP Garden Services. After some discussion it was proposed by Adrian Hipwell, seconded by Terry Hanner, and unanimously agreed, to continue with Norse for another year, but for the monthly inspection to include comments on whether the grass had been cut.
The Clerk will sign and post the contract to Norse, but include on the contract that the work should include pre-season scarification and rolling and post-season scarification and deep spiking within the price as per letter from Norse dated 10.11.2014. It was suggested that the contract could, in the future, be split in two; one for the playing field and one for the play area.

8. Free Defibrillator.
As mentioned in 4.1, East of England Ambulance Trust is providing free defibrillators up until 31st March. However, after some investigation by Peter it was found that a box costing £945 must be provided for the defibrillator. It was agreed not to proceed with this and to wait for further discussion at the Annual Parish Meeting.

9. First Aid Course.
Annie Whiteman is hoping to set up a free course run by St.John’s Ambulance.
More information next month.

10. Annual Parish Meeting – Agenda.
A provisional date of Thursday 21st May was set. Agenda; defibrillator, first aid course, future projects, seating at Candlestick (providing estimated costing).

11. AGM
The date of the AGM will be Tuesday 12th May at 7.30pm.

12. ACE Team.
Nothing to report.

13. Election Year
The Clerk gave each Councillor nomination papers for the May election. She emphasized that the papers must be returned to SNC between 24th March and 9th April and must not be posted or emailed but handed into SNC. Peter Hill will hold nomination papers for other candidates in Denton that wish to stand. Peter Hill will advertise the forthcoming election in the Parish Magazine.

14. Notice Board and Phone Box
The phone box has been cleaned recently and is usable. It was proposed that Terry will take down the notice board to clean and paint and will then find someone to make glass doors for the side wings. Proposed by Adrian Hipwell, seconded by Terry Hanner, unanimously agreed.

15. Planning Applications.
2015/0119 and 0121 Ivy Farm, Darrow Green Road, Construction of a Single Storey Extension to the Rear to Provide a New Kitchen.
Approved.

16. Correspondence
Waste Matters in Norfolk at John Innes Conference Centre on 24th February. Peter Hill would be interested in attending and would ask Liz Cargill if she would like to attend.
PCSO Pete Williamson has joined the Harleston Team and replaced PCSO Chris Shelley.

17. Finance
a) Accounts Summary was approved, proposed by Adrian Hipwell, seconded by Terry Hanner, unanimously agreed.
b) Pay the Clerk £90.29 for February.
Adrian Hipwell proposed to pay b. Seconded by Terry Hanner, unanimously agreed.

15. Any Other Business
Terry Hanner; The road from the bottom of Trunch Hill and past the church to Danacre Bridge is in a bad state. It was agreed that Terry should notify Highways.
Peter Hill; The Composting Scheme was given an achievement award at South Norfolk Council.

The meeting closed at 9.05 pm.
