Minutes of the Meeting Held on Tuesday 14th July 2015

at 8pm at Denton Village Hall

Present: Peter Hill (Chairman), Terry Hanner (Vice Chairman), Roger Gibson, Kerry Norfolk, Pauline Sandell (Clerk).
Also Present: One member of the public.

1. Apologies.
Zoe Brown.

2. Declaration of Interest.
Terry Hanner item 11c.

3. Minutes of the Last Meeting.
The minutes were proposed as being correct by Kerry Norfolk, seconded by Terry Hanner. The minutes were signed and dated.

4. District Matters and County Council Matters.
Murray Gray reported that the Council had 15 new members. Grove Farm planning appeal was lost. The Long Stratton Action Plan examination has started and Murray said that he was confident that a roundabout at the Hempnall junction will be included in the plan. The Site Specific Allocation; no final report yet but a report is expected sometime during September or October.

5. Questions from the Public.
None.

6. Matters Arising:
a) The Path Down the Walk; the pot holes have now been filled in.
b) Any Other Matter Arising; Pot holes – the one down by Trunch House has been done by Highways, but a new one near the Watch House.

7. Skinners’ Meadow
Work has been done on the treatment plant, but there is still a smell. Peter Hill will speak to Saffron to remind them to get the work done on the ditch once the field has been harvested. Police have been called out to problems at Skinners’ Meadow.

8. Playing Field Inspection.
a) Monthly inspection; Peter Hill said that the dog sign was still not up. Terry will speak to Wayne about this. Roger Gibson said that he had found a dog poo bag in the shelter bin. Put a note in the Parish Magazine if this happens again. Kerry to do the next inspection and Zoe the September inspection.
b) Norse; The Clerk had written to Mr Maddox at Norse to say that the invoice would not be paid at the moment due to the problems incurred during the early part of the Spring and Summer. The Clerk has not received a reply. Peter reported that the grass has now been cut very well and tickets are being issued to say that it has been cut. Other villages have also encountered problems with Norse.

9. Co-option of Two More Councillors.
The Councillors will follow up on a few possible candidates.

10. Date of Next Meeting and Future Programmes.
The Clerk will be away on holiday in September and will not be able to attend the September Meeting. It was therefore agreed to hold the next meeting on the second Tuesday of August and cancel the September meeting. The suggestion of meeting once every other month is to be left for the moment.

11. Annual Parish Meeting Review.
a) Defibrillator – Peter Hill had received a guide to purchasing a defibrillator which stated that contact should be made with the local ambulance service to ask their advice about which one to buy, that the defibrillator would need to be checked every day, insurance would be needed and a statistic stated that there was a one in 25,000 chance of it being used. Kerry Norfolk will speak to someone who works for the local ambulance service. It was decided to take more time before purchasing one.
b) First Aid Course – Annie Whiteman had reported to Peter that the courses were not free as initially thought. There were various courses for 14 people that would cost about £400. However, it was decided that the best course was one that took one hour and no limit on the number of people attending and at a cost of £77 + VAT. DPC will try to arrange this for the Autumn and then if it is successful and people want to know more than one of the other courses at £400 could be organized. DPC will fund the 1 hour course.
c) Village Hall Extension – It was agreed that DPC should make a donation to the Village Hall. The price of the defibrillator might affect the amount of the donation. It was agreed to decide on the amount at a later date.
e) Playground Equipment for Younger Children - As Zoe Brown was not at the meeting it was decided to discuss this at the next meeting.

None.

13. Correspondence
None.

14. Finance
a) Accounts Summary.
b) Pay the Clerk £90.29 for July.
d) Pay Liz Frere-Smith for internal audit of £35.
It was agreed to pay b and c. Proposed by Roger Gibson, seconded by Terry Hanner, unanimously agreed.

15. Any Other Business
It was agreed that problems in the village with items that jut out into the Highway should be reported to the police.
