Minutes of the Meeting Held on Tuesday 8th March 2016

at 8pm at Denton Village Hall

Present: Peter Hill (Chairman), Terry Hanner (Vice Chairman), Roger Gibson, Peter Grant, Kerry Norfolk, Kay Wiltshire, Pauline Sandell (Clerk).
Also Present: Murray Gray (District Councillor), 1 member of the public.

1. Apologies
Zoe Brown.

2. Declaration of Interest
Roger Gibson declared an interest in item 6a.

3. Minutes of the Last Meeting.
Item 15 should read 'proposed by Roger Gibson'. The minutes were proposed as being correct by Roger Gibson, seconded by Terry Hanner.
The minutes were signed and dated.

4. District Matters and County Council Matters
Murray Gray confirmed that SNC will increase the council tax by 3.3%.

5. Questions from the Public
None.

6. Matters Arising
a) Grove Farm; DPC's response had been sent to SNC.
b) Any Other Matters Arising; Form has beep sent to SNC for new road signs.

7. Playing Field Inspection
a) Monthly inspection; Kay reported that: the padlocks are missing and no bags in the box. Terry will replace the padlock. Pater HlIl will see if there are any bags left. Terry has put up the new dog sign and reported that Wayne had cut the hedge along the bottle bank and car park. The Clerk to send a letter of thank you to Wayne. Zoe to do the next inspection.

8. Allotments
No interest shown for the two vacant allotment plots.

9. Pocket Park
Peter Hill still unable to contact the Community Pay Back Unit. He will try again.

10. Composting
Anne Carden, visitor, reported that all but two bins had been emptied and taken down. The site will be completely cleared before 31st March. DPC will write later to the Wrights to thank them for providing a piece of land for the compost site for the last 12 years. The composting scheme had raised £11,717.76 and spent £7,505.56 leaving a balance of £4,212.29. The organisers of the composing scheme suggested that the balance be spent on seats around the Candlestick and Pocket Park and any remainder to be donated to the Village Hall for the extension.

11. Replacement of the Parish Clerk
A possible replacement has been suggested. Training will be needed. A letter will be sent to Barclays Bank to cancel the standing order for Mrs Sandell's salary.

12. Annual Parish Meeting
Wine, tea And coffee to be supplied.

13. Planning Applications.
None. The Clerk reported that there had been numerous complains from parish councils regarding plans and documentation not being sent to parish councils any longer. SNC has not responded to these complaints yet.

14. Correspondence
Change of times for the mobile library. To be put on the website.

15. Finance
a) Accounts Summary. The accounts summary was circulated and a proposal to accept it was made by Kay Wilshire, seconded by Peter Grant unanimously agreed.
b) Pay the Clerk £90.29 for March.
c) Pay CPRE £36 annual subscription.
Roger Gibson proposed that DPC pay b and c, seconded by Kay Wiltshire, unanimously agreed.

16. Any Other Business
Kay Wilshire reported that 500 EDP tokens had been sent in in good time, but does not know yet if a grant will be offered. The money will be spent on heaters for the village hall.
The Clerk was thanked for her work as Parish Clerk for the last 12 years.
