Minutes of the Meeting Held on Tuesday 13th March 2012

at 8pm at Denton Village Hall

Present: Liz Cargill (Chairman), Terry Hanner (Vice Chairman), Roger Gibson, Peter Hill, Adrian Hipwell, Wayne Mayhew, Annie Whiteman, Pauline Sandell (Clerk).

Also Present: Murray Gray (District Councillor).

2. Declaration of Interest
None.

3. Minutes of the Last Meeting .
Item 7 'Mr. Howman' should read Mrs Howman. Item 8 'Peter had designed' should read 'Peter had drafted'. The minutes were agreed and signed.

4. District and County Council Matters
Murray Gray reported; LDF Planning Document - The Council has in total 1600 sites suggested to them and it is a major job to assess each site. They will be getting to the next stage in the next couple of months making proposals as to which sites should be allocated and where boundary developments should be drawn. Denton will be hoping for a wider development boundary to get a bit of infill. Proposals will be going to Cabinet 26th March and then a six week consultation period will take place during June and July. The final stage will go to a planning inspector.

Council Tax; SNC had frozen their part of the Council Tax, the Police increased their part by 3% and the Parish Council by 4%. The Councillors were surprised that the PC part had increased by 4%, as it was their intention that by raising the precept by £150 this amount would be offset by the extra housing at Skinners' Meadow and therefore the PC part of the Council Tax would remain the same. Murray said that he would check this out.

The Waveney Neighbourhood Board has received £80,000 from the Government, a sum of money is given to SNC for every new house built in the district and this money is going to be spent on services that the public will be allowed to vote on. There are a number of services suggested such as; youth activities, vulnerable older people initiatives, health, culture and sport, community transport, natural open space management, grass cutting, community safety and public toilets. The public can vote by logging onto www.south-norfolk.gov.uk/neighbourhoods.

SNC have a new web site that will be launched on 2nd April. This web site will provide the public with a great deal of information about their area such as, which council tax band a particular house has, what the council tax is, bin collections, names of the parish clerk and district county councillor, what recent planning applications have been received for that area, what highway repairs are being planned, doctors surgeries, pharmacies, schools, as well as a number of other things for that area. If you register on the site you will get emails sent to you to notify you of recent planning applications.

Murray said that he had not yet investigated the painted roof problem.

5. Questions from the Public
None

6. Matters Arising:
a) Playing Field; Terry Hanner reported that the plywood, on the slope up to the mound, is splitting. Peter said he would mention it to Jeff. The see-saw needs attention and Terry said that he would do that.
Liz Cargill will check that the dog bin has been emptied. The glass bank is nearly full and the Clerk was asked to ring to get it emptied. The Clerk was asked to put a piece in the Parish Magazine to ask people to clear the dog faeces off the footpaths when they take their dogs for a walk.
George has made a good job of trimming the hedges. Terry will chase up Malcolm to get the car park done. The playwall will be put on the agenda for next month. Meanwhile Peter will speak to Jeff about it. Willow structure, the whips have been purchased and it was arranged to meet on Saturday afternoon, 17th March, to get the whips put in. Liz will ask for some volunteers to help.
Peter Hill will do the next report.
b) Absence of Residence at Skinners Meadow; Murray Gray was asked to look into this.
c) Sign Cleaning; the Clerk had heard nothing from Bob Edwards or Tony Tomkinson regarding the frequency of cleaning and the health and safety aspects. The Clerk will contact Bob Edwards again. Liz will talk to Nicky to see if she still wishes to do the cleaning.
d) Any Other Matters Arising; the nameplate for Skinners' Meadow has now been erected and all the car park lights are white and are working. Liz had received a letter from Lisa North to thank the PC for donating £50 towards the expenses of the photographic exhibition. A total profit of £754.51 had been made. V500 to East Anglian Air Ambulance, £154.51 to Denton Village Hall and £100 to Denton Church. The Clerk said that she had written to BT regarding the phone box but had not received a reply. Put on next month's agenda.

7. Allotment Agreement
It was agreed to charge £5 per plot, the area would be 75sq.m. and the agreement would commence on the 10th October of each year. A proposal to agree the above was proposed by Annie Whiteman, seconded by Roger, unanimously agreed.

8. Trailer for Composting
Peter and Liz will look at the catalogue to see which trailer would be the best, bearing in mind the towing capacity of the cars that collect the compost. It was agreed in principle that Liz and Peter will go ahead and buy a new trailer. Proposed by Adrian Hipwell, seconded by Roger, unanimously agreed.

9. Annual Parish Council Meeting – Date and Agenda
It was decided to hold the meeting on Friday 20th April at 7.30pm. Peter and Liz had attended a meeting at Poringland that day concerning the Localism Act and Neighbourhood Planning and suggested that this could be a topic for the meeting. It was agreed to do this.

10. Planning Applications
None had been received.

11. Correspondence
SNC; As mentioned by Murray Gray there will be money available to improve local services and the public can vote as to which services they would like improved in their area. The Clerk was asked to put this in the Parish Magazine.
SNC; Electrical reuse and recycling event on 4th April. The Clerk was asked to put this in the Parish Magazine.

12. Finance
a) Accounts Summary; the accounts for February were circulated.
b) Pay the Clerk £89.19 for March
c) Subscription of £29 per annum for CPRE was agreed
Proposal; to pay the clerk and to agree the CPRE subscription. Proposed by Peter Hill, seconded by Adrian Hipwell, unanimously agreed.

13. Any Other Business
Roger Gibson; there are ruts in Middle Road that need attending to as the underneath of some vehicles are scraping along the centre of the road. Terry Hanner mentioned that there were quite a few highway problems and the Clerk was asked to arrange a meeting with Bob Edwards.
Peter Hill; work is being carried out on a barn in Paynes Hill and he was unsure whether planning permission was needed to carry out the work. It was decided to contact the Planning Department
Annie Whiteman said that there was a grant for local communities to celebrate the Queen's Jubilee, the Olympics and the Cycle Race. This will be discussed at the next Village Hall meeting.
