< Minutes of the Meeting Held on Monday 13th January 2014

at 8pm at Denton Village Hall

Present: Peter Hill (Chairman), Terry Hanner (Vice Chairman), Adrian Hipwell, Roger Gibson, Annie Whiteman, Kerry Norfolk, Pauline Sandell (Clerk).
Also Present: Murray Gray (District Councillor).

1. Apologies
Wayne Mayhew.

2. Declaration of Interest
None.

3. Minutes of the Last Meeting
The minutes were agreed as an accurate record, proposed by Terry Hanner seconded by Peter Hill, unanimously agreed.

4. District Matters and County Council Matters
Murray Gray reported that SNC is in the process of considering next year’s council tax and Murray expects it to be frozen again. From the 1st July this year electoral registration will no longer be based on a household. Instead every individual will be required to register.
No news on the Local Plan. Earsham Football club are hoping to gain funding of £50,000 and they are looking for new players, and are hoping to establish a youth football club.

5. Questions from the Public
None.

6. Matters Arising:
a) Uncultivated Allotment; The plot has been ploughed. The situation will continue to be monitored.
b) Book, Local Councils Explained; Peter Hill had looked at a copy from the library and he thought it was a good to idea to purchase one. It was agreed to do this at a cost of £49.99.
c) Bench in Memory of Dennis Warren; No response received from the letter.
d) Any Other Matter Arising; None.

7. Playing Field Inspection
a) a) Monthly inspection; Terry Hanner reported that apart from the slats on the seat that need replacing all was fine. More rubbish had been dumped at the recycling centre. Terry had removed the rubbish and had found an envelope with a name and address inside. Peter Hill to contact the Environmental Health Department about the rubbish. Peter Hill to do the next report.
b) Grass Cutting Contract; An email had been received from Norse confirming the revised price for 2014 of £854.19.

8. Local Plan – Site Specific Allocations and Policies Document
Peter Hill said that he had completed the forms and returned them to SNC.

9. Budget for 2014/2015
The grant from SNC will be £234. The grant payment may not be made next year. After some discussion it was agreed to keep the precept the same as last year at £3000. Proposed by Annie Whiteman, seconded by Adrian Hipwell, unanimously agreed.

10. Joint Parish Meeting
Terry has spoken to Karen O’Kane and she has agreed to talk about Broadband at the Joint meeting. A provisional date of Tuesday 25th March was set. The Clerk to ask PC Tim Tyler if he can come to the Joint Meeting instead of the March meeting.

11. Compost Scheme
Peter Hill said that he had spoken to Liz Cargill about the trailer that needs to be purchased before the start of the next season. There was some discussion about why the Parish Council was involved with the Compost Scheme and whether the Compost Scheme should stand alone. Further consideration is required as to whether the Parish Council need to be involved and does the village need a composting scheme. Before the next meeting it is essential to find out whether the recycling credits can be paid to a group that is not run by the Parish Council.
Further concerns are about VAT and whether some of it would have to be paid back. To be put on the agenda for next month.

12. Footpath Signs
Peter Hill had made a list of missing footpath signs and contacted the person responsible at County Hall. The response was that they will replace the signs when funding becomes available.

13. Highways
The sign at the bottom of Roundhouse Hill had already been replaced. Terry had spoken to Highways about water on Marshalls Hill and was told that it was because Anglian Water had a leak and he would get back to Terry. No response yet.

14. Parking at School
Peter Hill reported that a meeting was to be held at the School on January 29th. Peter and Wayne, as well as Highways and the County Councillor have been invited.

15. Planning Applications
None received. The Clerk reported that Risedale, Wayside and Land West of East Hall had all had their planning applications approved with conditions.

16. Correspondence
No action.

17. Finance
a. Accounts summary was approved, proposed by Annie Whiteman, seconded by Roger Gibson, unanimously agreed.
b. Pay the Clerk £90.09 for January, proposed by Annie Whiteman, seconded by Terry Hanner, unanimously agreed.
c. Received £595.87 recycling credits and £125 from Outney Common.

18. Any Other Business
Peter Hill explained that the term of office held by Jane Marlow the School Governor representing Alburgh and Denton parishes was about to end and she would like to stand again. It was agreed that DPC is happy to nominate her for the position.
It was reported that a car parked on Trunch Hill right by the bend may cause an accident. The Clerk was asked to speak to the Police about it.
