Minutes of the Meeting Held on Monday 10th February 2014

at 8pm at Denton Village Hall

Present: Peter Hill (Chairman), Terry Hanner (Vice Chairman), Adrian Hipwell, Roger Gibson, Wayne Mayhew, Kerry Norfolk, Annie Whiteman, Pauline Sandell (Clerk).
Also Present: Liz Cargill, Anne Carden (Composting Scheme).

1. Apologies
Murray Gray (District Councillor).

2. Declaration of Interest
None.

3. Minutes of the Last Meeting
The minutes were agreed as an accurate record, proposed by Terry Hanner, seconded by Adrian Hipwell, unanimously agreed

4. District Matters and County Council Matters
Murray Gray was not present but had emailed; Some Local Plan documents have been found to be unsound because SNC has not allocated sites for Gypsies and Travellers. Landowners will be invited to suggest sites that they would be prepared to see develop for Gypsies and Travellers. The mini recycling centre will remain for at least a couple of years more.

5. Questions from the Public
None.

6. Matters Arising:
a) Rubbish on Recycling Site; Peter Hill had contacted the Fly Tipping Department of SNC regarding this problem. They had come out to the site and he had passed them the letter that had been found in the rubbish. SNC will write to the individual concerned. A sign was placed at the site to warn the public that fly tipping was subject to a fine up to £50000.
b) Highways – Marshall Hill; Terry had contacted Highways again, but had no response. The Clerk was asked to write to Highways regarding this matter.
c) Car Parked on Trunch Hill; The Clerk had contacted the Police, but had heard nothing further.
d) Any Other Matter Arising; None.

7. Playing Field Inspection
Monthly inspection; Peter Hill had nothing to report. The recycling compound was full of broken branches and leaves which he cleared up. Roger Gibson to do the next report.

8. Composting
a)Should DPC Continue to Sponsor Composting; Liz Cargill explained that the reason for starting the scheme was to enable residents to get rid of their green rubbish free of charge, help the environment and reduce fly tipping. It was fully supported by DPC. Since the Scheme started a total of £7800 had been received by DPC as composting credits. The credits are given on the understanding that the money will be spent in the Community. Denton residents also have the benefit of being able to buy a bag of the prepared compost for 50p. It was decided that the Compost Group should make suggestions as to how they would like to spend the compost credit money and for DPC, who can also make suggestions, to authorize the decision. It was therefore proposed by Peter Hill that the Compost Scheme continues as it is with the support of DPC but for the Compost Group to be more autonomous. Annie Whiteman seconded the proposal, unanimously agreed b)Purchase of the Trailer; Following the above decision it is for the Compost Group to put forward their proposals and then DPC to give the authorization.

9. Joint Parish Meeting
Margaret Somerville will attend. PC Tim Tyler had agreed to come, but the Clerk had received an email from him to say that he was to be transferred to Wymondham. The Clerk to find out who PC Tyler’s replacement is.

10. Parish Meeting
This meeting was fixed for Thursday 15th May at 7.30pm. Agenda Item next month.

11. Parish Council’s AGM
This will take place before the monthly meeting on Monday 12th May at 7.30pm.

12. Parking and Access at School
Peter Hill reported that he and Wayne had attended a meeting at the school. A number of suggestions were made; a) minimize the number of people travelling to school by sharing lifts. b) split the time that the pupils arrive at school. The Breakfast Club is attended by about 20 pupils and they arrive at 8am. c) place a 20mph speed limit on School Road. d) make a formal one way system and possibly construct a footpath. There is also a suggestion that a piece of land could be purchased for a car park. DPC is willing to support any reasonable proposal.

13. Planning Applications
None received.

14. Correspondence
Email from SNC to say that the DPC precept would increase the Band D Parish Council Tax Charge by 1.4% even though the amount of precept to be paid to DPC would be lower than last year. The Councillors wanted to have a zero increase and the Clerk was asked to make a note for next year’s precept to ensure that the increase would be zero.

15. Finance
a) Accounts summary was approved, proposed by Annie Whiteman, seconded by Adrian Hipwell, unanimously agreed.
b) Pay the Clerk £90.09 for February, proposed by Terry Hanner, seconded by Kerry Norfolk, unanimously agreed.

16. Any Other Business
Annie Whiteman asked, in the light of the bad weather, if any Denton residents were suffering from flooding. It was thought that none were.
Peter Hill reported that people had been exercising their dogs on the playground despite notices saying that dogs were not allowed. Peter Hill to write a letter to the people responsible. To discuss next month whether a fine can be imposed.
