Minutes of the Meeting Held on Monday 14th April 2014

at 8pm at Denton Village Hall

Present: Peter Hill (Chairman),Terry Hanner, Roger Gibson, Adrian Hipwell, Wayne Mayhew, Annie Whiteman, Pauline Sandell (Clerk).
Also Present: None.

1. Apologies
Kerry Norfolk, Murray Gray.

2. Declaration of Interest
None.

3. Minutes of the Last Meeting
The minutes were agreed as an accurate record, proposed by Adrian Hipwell, seconded by Roger Gibson, unanimously agreed.

4. District Matters and County Council Matters
The Clerk had received an email from Murray Gray to remind DPC that he had £1000 to spend on projects in his ward. The Village Hall Committee to be informed.

5. Questions from the Public
None.

6. Matters Arising:
a) Highways – Marshall Hill; The Clerk had received an email from Highways to say that they had asked Mr Lambert to investigate and resolve the matter. No further information. The Clerk was asked to chase this up.
b) Footpath to Post Office; The Church Council has approved. Terry Hanner had measured up and estimated a cost of approximately £1200. Terry will get two quotes. It was proposed to go ahead with the cheapest quote. Proposed by Adrian Hipwell, seconded by Annie Whiteman, unanimously agreed.
c) Any Other Matter Arising; The Clerk had not yet written to those people that had been using the Play Area for exercising their dogs. The Clerk will attend to this matter.

7. Playing Field Inspection
a) Monthly inspection; Annie Whiteman had produced a revised version of the playing field report form. This was approved. Adrian Hipwell to do the next report.
b) Annie reported that the repaired see-saw was looking very good. Benches need repairing. Terry Hanner will look at the cost of hard wood replacement slats and will purchase if not too expensive, if not soft wood will be used. Peter Hill will ask Joy Playground for their advice about using rubber matting instead of bark.

8. Joint Parish Meeting - Review
There was a very good attendance at the meeting. Feedback has been good.
Peter Hill will write a thank you letter to Karen O’Kane.

9. Conservation Group
Adrian Hipwell suggested that DPC set up a group in the village that would take on conservation or environmental work. He suggested that a steering group would be formed who would manage the projects and would then be able to call on volunteers in the village to carry out the work. Any cost involved would be the responsibility of DPC. A person from DPC would be allocated as a link person .The Group could be called the ACE Team (Access, Conservation and Environment).
It was agreed that a Conservation Group would be a good idea and Adrian was asked to put this idea forward at the Parish Meeting.

10. Parish Meeting
Peter Hill said that he will start the meeting by saying that DPC would like some ideas of new objectives to achieve over the next few years. Adrian to speak about the ACE Team first. Other ideas to discuss; hedge north side of playing field, pond north of village hall, land between playing field and wood, Pocket Park, seats around Candlestick, footpath Norwich Road, adult exercise equipment, tennis court. Terry Hanner to give an update on the Village Hall extension.

11. Risk Assessment
Add under invoices received; All expenditure over £100 to be formally approved by DPC. With that addition the risk assessment was agreed. Proposed by Annie Whiteman, seconded by Terry Hanner, unanimously agreed.

12. Planning
None.

13. Correspondence
Topcroft would like to have a look at our standing orders before they form their own. This was agreed.

14. Finance
a) Accounts summary was approved, proposed by Annie Whiteman, seconded by Adrian Hipwell, unanimously agreed.
b) Pay the Clerk £90.09 for April.
c) Renew Annual Subscription to NALC for £106.32.
d) Pay SNC £73.56 for Dog Bin Emptying.
B,C and D approved. Proposed by Roger Gibson, seconded Terry Hanner, unanimously agreed.

14. Any Other Business
Roger Gibson reported that there were pot holes outside Grove Farm. Terry will speak to Highways.

The meeting closed at 9.39pm.
