Minutes of the Annual Meeting Held on Monday 12th May 2014

at 8pm at Denton Village Hall

Present: Peter Hill (Chairman),Terry Hanner (Vice Chairman), Adrian Hipwell, Wayne Mayhew, Annie Whiteman, Pauline Sandell (Clerk).
Also Present: Murray Gray.

1. Apologies
Roger Gibson.

2. Declaration of Interest
Peter Hill, Annie Whiteman, Adrian Hipwell and Terry Hanner all had a prejudicial interest in Item 10b.

3. Dispensation for Item 10b
Annie Whiteman, Adrian Hipwell and Terry Hanner all had received a dispensation for item 10b on 12th February 2013 extending to May 2015.

4. Minutes of the Last Meeting
The minutes were agreed as an accurate record, proposed by Annie Whiteman, seconded by Wayne Mayhew, unanimously agreed.

5. District Matters and County Council Matters
Murray Gray; Grove Farm pre-trial heard on the 8th May. The full trial will be 4-5 days in length and will be heard as soon as possible after 22nd May.
Funds available from SNC – Neighbourhood funding up to £2000, all District Councillors have £1,000 to give to their districts and there is a further £25,000 funding for the whole of the Waveney Valley neighbourhood.

6. Questions from the Public
None.

7. Matters Arising:
a) Highways – Marshall Hill; The Clerk had emailed Bob Edwards, Highways, twice since the last meeting, but had not received a reply.
b) Footpath to Post Office; Peter Hill had received some small samples, but will go to Norwich to get a better idea of what they look like. Terry Hanner had measured the path width and said that one metre between the gravestones would be wide enough. However, some gravestones lean into the path and it was suggested that these, dating back to the 1800’s, could be laid flat.
c) Parish Meeting; the agenda has been posted. A defibrillator had been added to the list of projects.
d) Any Other Matter Arising; The Clerk had written to those people that had been using the Play Area for exercising their dogs.

8. Playing Field Inspection
a) Monthly inspection; Adrian Hipwell had completed the report; the bark was low, creeping thistles are growing, zip wire needs lubrication. Grass cutting has not been done. Peter Hill will speak to NORSE. Kerry Norfolk to do next report.
b) Peter Hill had spoken to Joy Playgrounds who suggested that the bark should be removed and use matting over grass. Joy Playground will be visiting the site this week to give a quote. Peter will ask them about lubricating the zip wire then.
c) Hard wood slats for the benches have been ordered. The price is £120 + VAT.

9. Community Transport
Peter Hill had attended a community transport meeting at SNC. Beccles and Bungay Transport cover this area but do not go any further. The Border Hopper also covers this area. Peter Hill will get more information.

10. Planning
a) 2014/0768 Rose Cottage, Norwich Road – 2 Storey Extension to Dwelling. Single Storey Covered Verandah Extension. Single Storey Porch and Toilet Extension to Replace Existing. DPC approved the application with the reason that it is beneficial to the occupants.
b) 2014/0747 Denton Village Hall, Norwich Road – Proposed Extension to Existing Village Hall to Provide a Multipurpose Function Room with Additional Storage and Toilet Facilities. Peter Hill stood down as he had a prejudicial interest and Terry Hanner took the Chair. DPC approved the application with the reason that it would be an asset to the community.
c) 2014/0742 Richmond, Darrow Green Road – Single Storey Extension to Front of Property. DPC approved the application with the reason that it is beneficial to the occupants.

11. Correspondence
A letter from SNC to say that the SN Local Plan documents had been submitted to the Secretary of State for Communities and Local Government on the 17th April.

12. Finance
a) Accounts summary was approved, proposed by Annie Whiteman, seconded by Adrian Hipwell, unanimously agreed.
b) Pay the Clerk £90.09 for May.
c) Pay Cane & Company £450.69 (£428.16) for Insurance.
d) Pay The Clerk £154.75 annual expenses.
e) Pay Annual Membership of Community Composting Network £25.
It was agreed to accept the three year agreement for the Insurance to achieve the discount. Proposed by Adrian Hipwell, seconded by Wayne Mayhew, unanimously agreed. It was agreed not to pay the CCN membership at the moment.It was agreed to pay b,c (£428.160) and d – proposed by Wayne Mayhew, seconded by Annie Whiteman, unanimously agreed.

14. Any Other Business
Terry Hanner; the outlet for the drainage pipe for the playing field has been found in the bottom of a ditch on the east side of the playing field. This should be looked at.
Peter Hill; A letter had been received from SNC regarding the examination of the Local Plan asking him if he wished to appear in person. Peter would like to do this and asked the consent of DPC. It was agreed that he should do this.
